E-Business Suite Login Gives App-Fnd-01564: Oracle Error 6550 In Afpoload [ID 1097297.1]

Symptoms

Sporadically when logging into E-Business Suite 11.5.10.2  we get this error:
APP-FND-01564: ORACLE error 6550 in afpoload
PLS-00201: identifier 'FND_PROFILE.GET_SPECIFIC' must be declared


Once issue occurs bouncing Apache usually resolves it for a short period of time.

Changes

This seemed to occur shortly after applied the JAN10 CPU Patches.

Cause

Bug 9585136 - CAN NOT SEE THE OUTPUT OF ANY CONCURRENT REQUEST JOB

Patch  9577274 will have to be applied to fix the issue reported
